SECRET MR. BURTON MILLER referred to the communications aspect of the passage of information to E.D.C. and pointed out the need for a separate cypher system from that of NATO. This might be a single channel between NATO and E.D.C., He also stated that there was a shortage of cypher equipment and asked that this should be borne in mind. It was generally agreed that it would confuse the issue to include this point in the report by the Joint Planning Staff but that consideration would need to be given to it, and to the way in which the Germans fitted into the communications system.
