SECRET 1. N.A.T.O. INTELLIGENCE ORGANISATION CONFERENCE AT S.H.A.P.E. REAR ADMIRAL BUZZARD referred to the intelligence conference which was being arranged at S.H.A.P.E. on February 2nd, 1953, between the Standing Group Intelligence Committee and representatives of major N.A.T.O. commands, to study what plans could be drawn up to improve the overall N.A.T.O. intelligence organisation and the N.A.T.O. intelligence reporting system+. There were three main subjects which he considered were of particular interest to the United Kingdom, namely the organisation of intelligence for peacetime planning, for early warning of attack, and for operational intelligence in time of war.
