SECRET authorities was almost certain to reach hostile intelligence services. (b) It was not considered that the Germans were yet in a position to enforce COSMIC or similar security requirements. It was doubtful whether their Security Service was in a position to give adequate vetting to their representatives and G Government personnel. (c) Since it appeared from paragraph 3(a) of GREEN 502 that COSMIC material was being made available to the E.D.C. Interim Committee, consideration should be given to warning other countries concerned of the security situation in Germany.
