SECRET In discussion of an incident where a traveller had failed to abide by the information given in his travel notification form, in that he had not stayed at the hotel named on the form, it was emphasized that any such cases should be made the subject of representations to the Soviet authorities. THE COMMITTEE:(2) Agreed that in the event of instances coming to light where the notification of travel requirements had been deliberately flouted, the matter should immediately be taken up with the Soviet Embassy with a request for a full explanation: this should similarly apply to any instances of travellers undertaking a journey despite the fact that their notification of travel form had been returned as unacceptable until properly completed.
