CONFIDENTIAL 2. ARTICLE IN 'LE MONDE' MR. REILLY said that the French Ambassador had told Sir William Strang that the Minister of Justice in Paris had been considering whether to proscute the French newspaper 'Le Monde' for publishing the so-called "Fechteler Memorandum". It would only be possible for him to do so if the United States Government would state officially and in writing that the document was false and was not what it purported to be. The United States Government had been so informed.
