SECRET Should the French propose Vietnamese representation, our representatives should reply that this question would have to be considered by all the three major Powers, the U.S.A. being included because it was hoped that they would be full participants at future meetings. THE COMMITTEE:(1) (2) (3) Invited the chairman to reply to the Singapore○ telegram on the lines of X above. Agreed that the above decisions should be used if required as a brief for the Chiefs of Staff should the B.D.C.C.
