SECRET MR. CAREY-FOSTER said that it seemed to him unfortunate that special consideration had to be given to this matter, since our existing security methods should be competent to safeguard all classified plans and material. This appeared to be a confession of weakness that our existing Security Organisation was, in fact, inadequate. It would be quite unsatisfactory if special additional security measures were necessary whenever a plan of this nature was under preparation. He did not see what additional security measures could be taken in this specific instance, unless the Joint Planning Staff set up a team of security advisers to sit in at all stages of preparation of the plan.
