CONFIDENTIAL Mr. CAREY-FOSTER pointed out that in their inspection of the United States, the Security Co-ordinating Committee had not only covered the physical functioning of the Cosmic system, but had also made a detailed examination of the legal position of the United States with regard to security matters and of organisations and committees responsible for, and dealing with, internal security in that country. It was, therefore, possible that when the Security Co-ordinating Committee began their examination in the United Kingdom on the 22nd October, 1951.
