MR. TURNEY said that while definite intelligence on the Russian atomic energy project was meagre, there was a great of Presumptive evidence. He explained in detail the factors on which the current appreciation was based, and discussed certain of the doubts which had been raised by Sir Henry Tizard and Sir Frederick Brundrett. MR. REILLY, summarising the discussion on Soviet atomic development, said that there was a strong body of evidence that the Russians had a large atomic energy programme from which it was fair to deduce that at some time they would have a substantial production rate.
