GROUP CAPTAIN PAUL pointed out that no mention was made of Pakistan in the draft report. It was difficult to see how India's position in the East/west Conflict could be properly assessed Without consideration of her relations with Pakistan. In discussion other members of the Committee indicated that they had considerable comments to make on the report itself. It was generally agreed that a telegram should be sent to Colonel Hodgson containing the comments of the Commonwealth Relations Office, together with reference to the omission of Pakistan; pointing out the Committee's fundamental disagreement with the whole approach to the draft report, and instructing Colonel Hodgson to ask whether the Office of National Estimates would like further detailed comments on the report, and if so, at what stage.
