TOP SECRET French Indo-China. There had been indications that the lines of supply forward to the Indo-Chinese frontier from the rail-head at Nanning had been improved. A recent Nationalist report had stated that the end of June had been fixed as a dead line for the completion of tasks decided upon at a "Liberation of South East Asia" meeting. This meeting was reported to have decided inter alia that the revision and printing of Viet Minh military maps should be accelerated; that officers and soldiers in Kwangei Province should be taught Annamese; that air raid precautions in the Province should be completed; that grain stores should be established along with the Nanning-Lungchow and Nanning-Tsingsi roads and that labour transportation teams of 60 men each and stocks of wooden carrying poles should be attached to each store; and that slit trenches should be dug along the main roads.
