TOP SECRET Committee had, however, also expressed the view in their report on the likelihood of warø that it was unlikely that the Soviet Union intended to embark on such a war in 1951. The use of the word "intentions" in the former report might. therefore, be misleading. This was a matter which he suggested should be further considered in Departments with a view to a decision being reached on what further action, if any, was necessary, at their meeting (Directors) the following week. THE COMMITTEE:Agreed to consider the point raised by the Director of Naval Intelligence in Departments, for discussion at their meeting (Directors) the following week.
