TOP SECRET In view of the foregoing, it was not considered that the Committee's report should be cancelled. It was, however, agreed that if the Committee's views on this subject had now changed, the United Kingdom Delegation to the Five Power Military Committee should be advised accordingly. There was general agreement that in the light of the developments since the Committee's report was prepared, it was now considered that should the Soviet leaders decide to resort to war, they might use the East Zone para-military police to attack the Western Zones initially in order to create conditions highly suitable for a follow up attack by Soviet troops.
