GUARD TOP SECRET form of security measures should be recommended to the French, and to avoid any risk of arguments developing between the Americans and ourselves in the tripartite Working Group, it would be an advantage if such matters could be discussed between the United States and United Kingdom before the Working Group began its work. Accordingly, it was generally agreed that under the circumstances it would be desirable for preliminary Anglo/American discussions to take place in order to agree the basic elements of the problem and to arrive at an agreed course of action to be followed in the tripartite Working Group.
