CAPTAIN BAKER-CRESSWELL and MAJOR-GENERAL SHORTT said respectively that there were no detailed Admiralty or War Office comments. AIR VICE MARSHAL OGILVIE-FORBES suggested only that Note V on page ii should be redrafted as follows:"Note V. i.e., when the Soviet Union will have sufficient atomic bombs for an effective strategic air campaign and will, in the U.S. view, have in being an adequate all-weather fighter defence force: and before the North Atlantic Treaty Organisation economy is fully geared to the war effort." MAJOR-GENERAL STRONG said that it was a mistake to suppose that the Soviet Union were already largely mobilised for war.
