TOP SECRET MR. ROSS, referring to the comments of the Director of Military Intelligence, drew attention to three factors in which the report by the Joint Intelligence Committee. Far East differed in aspect from the report@ by the Joint Intelligence Committee and Joint Planning Staff on the use of atomic bombs in the war against the Soviet union. The latter report was concerned only with the use of atomic bombs, whereas the Far East report dealt presumably only with conventional weapons. It also covered a total war against the whole Communist bloc whereas the Far East report was concerned only with the Far Eastern area, and thirdly the dates for which the two reports were written were different.
