TOP SECRET as to what her or not the S.D.L.C.E. request for representation in Hong-Kong should be acceded to. On the one hand we would like to assist the French by acceding to the request but there was also agreement with the acting Governor of Hong Kong that there were strong objections to granting it. said that no doubt the French, in making their request, had taken into consideration the unsuitability of their own contiguous frontier with China for carrying out successful agent penetration into China, as they had stated that they regarded Hong Kong as an important base for their purposes, If, therefore, the Committee agreed with the acting Governor that the request should be refused, reasons other than the existence of a common French-Chinese frontier would have to be given.
