2. STANDING GROUP SECURITY CO-ORDINATING COMMITTEE. SECRET (Previous Reference: J.I.C.(50) 73rd Meeting, Minute 10) THE COMMITTEE considered a telegram+ in reply to the telegramsent to the Joint Intelligence Committee, Washington, as a result of their discussion at a previous meeting on the circumstances under which the Terms of Referenceø of the Standing Group Security Co-ordinating Committee were issued. The telegram stated that the Terms of Reference were issued by the Director of the Standing Group without previous United Kingdom or French clearance; they were not tabled in the Standing Group.
