TOP SECRET COLONEL HARDING-NEWMAN suggested that it would be desirable for the Working Party to prepare a cover story which could be used, if necessary, in making enquiries in circumstances when, for security reasons, the true nature of their work should not be disclosed. After a full discussion, it was generally agreed that the following measures might be taken to safeguard security during the proposed enquiry into the possibilities of reducing the threat of the clandestine use of atomic weapons against this country:- (a) All Departments concerned should be informed of the particular secrecy of the matter and invited to select their representatives on the Working Party accordingly, to ensure that appropriate vetting had been carried out in the case of such representatives, and to ensure that the distribution of papers connected with the enquiry was on a limited basis only; (b) the Ministry of Defence should be invited to forward the proposed terms of reference for the Working Party to the Committee so that, if necessary, a note could be prepared giving security guidance to the Working Party; (c) the Working Party should be invited to prepare a cover story for use, if necessary, in the course of their investigations. THE COMMITTEE:- Instructed the Secretary to forward their views as expressed in discussion to the Ministry of Defence. 2. FUTURE OF THE JOINT INTELLIGENCE SECRET COMMITTEE, GERMANY. THE COMMITTEE had before them a minute+ by the Secretary covering a minute by the Director of Naval Intelligence on the subject of the future of the Joint Intelligence Committee, Germany. MR. CAREY-FOSTER suggested that discussion of the minute by the Director of Naval Intelligence should be postponed until after Mr. Reilly's visit to Germany early in July. The Head of the Foreign Office (German Section) had written to the United Kingdom High Commissioner in Germany, sending him a copy of the minute by the Director of Naval Intelligence, and stating that Mr. Reilly proposed discussing the minute with him when he visited Germany and that the Joint Intelligence Committee would postpone their discussion on the minute until after Mr. Reilly's return. + J.I.C./1072/50. -2-
