3. COMMENTS OF THE COMMANDERS-IN-CHIEF, SECRET MIDDLE EAST, ON FORWARD STRATEGY IN THEIR AREA. THE COMMITTEE considered a minute+ by the Secretary covering a minute by the Secretary, Joint Planning Staff, requesting the views of the Committee on certain points arising from the comments of the Commanders-in-Chief, Middle East, on the forward strategy in their area, particularly as regards Israel. The Committee had a preliminary discussion on the particular questions asked by the Joint Planning Staff and agreed that their views should be passed to the Joint Intelligence Staff for the preparation of a draft reply to the Joint Planning Staff. THE COMMITTEE:- Instructed the Joint Intelligence Staff to prepare a draft reply to the Joint Planning Staff accordingly. + J.I.C./634/50. 4. CONTROL OF EXPORT OF ARMS AND EQUIPMENT. SECRET THE COMMITTEE had before them a minute+ by the Secretary covering a minute by the Director of Military Intelligence asking that the procedure governing the export of arms and equipment should be discussed in order to determine whether the intelligence aspects of this problem received adequate consideration. BRIGADIER BOUCHER said that the Arms Working Party of the Joint War Production Staff had reported≠ to the Committee on the apparent breakdown in the present procedure whereby an export licence had been granted for a consignment of tanks to Formosa. The Working Party were satisfied that no modifications to the existing procedure governing the export of arms and equipment were necessary to ensure that similar cases did not arise in the future. The War Office were concerned, however, that the scope of the Arms Working Party should be enlarged to include control of surplus stores in cases where political considerations were not concerned; that the Permanent Under Secretary's Department of the Foreign Office should be represented on the Arms Working Party; and that more emphasis should be made in future on the political and security aspects of the problems to be discussed by the Arms Working Party. MR. WATSON said that it was the responsibility of the Joint Intelligence Bureau representative on the Arms Working Party to draw the attention of the Working Party to any possibility that exported arms might form part of illegal arms traffic. In this respect the Joint Intelligence Bureau were at a disadvantage in that much of the intelligence governing such traffic was derived from special sources, but this was overcome by drawing the attention of the Chairman of the Working Party privately to the relevant facts. Thus, in so far as intelligence derived from previous arms traffic was concerned, the Joint Intelligence Bureau representative could provide the necessary safeguard.
