TOP SECRET THE JOINT INTELLIGENCE STAFF pointed out that one of the main problems concerning the long term appreciation+ which was considered at the meeting in Washington, was the possible distribution by the Russians of such stocks of atomic bombs as were available to them; and discussion centred on whether the Russians were more likely to concentrate their atomic bombs on the most vulnerable target or to disperse them in order to achieve the maximum moral effect. It had been suggested in Washington that the solution to this problem would be assisted if studies were carried out of the vulnerability of the United Kingdom, United States and Canada, respectively.
