(iv) (V) (Vi) (vii) (viii) The Chairman for the Joint Intelligence Staff should be drawn from within the Staff itself. The alternatives of the Chairman appointed for three months in rotation or for each particular report would formalise the present practice of informal Chairmen. It was not always clear in the initial stages of a report which was the Ministry most concerned. The present informal system was satisfactory for all normal purposes and a formalised system was therefore unnecessary. In certain special cases it might be desirable to nominate a Chairman, such as had been done in the case of J.I.C.(48) 100.
