SECRET 5. At the height of the disturbances the Russians may have been genuinely fearful of Western intentions. At any rate they mistrusted the capacity of Western Commandants to maintain order in West Berlin, for Soviet forces near the sector boundary were deployed in defensive position against the West. 6. The East German Government displayed hesitance and incompetence throughout. The demonstrators showed resilience, restraint, a surprising capacity for emergency organisation so far as is known there was no skeleton leadership before the trouble started and above all a remarkable solidarity.
