(b) (c) (d) TOP SECRET GUARD As stated in paragraph 5 of the brief, the Americans proposed that the tripartite working Group should begin its work in Washington. We had contemplated that tripartite meetings in London and Paris would be sufficient. We recommend however, in paragraph 10(a) of the brief, that to avoid further delay in getting the tripartite enquiry started, the United States proposal that the working Group should begin to work in Washington should be accepted. The Minister may consider that he would be justified in trying to persuade the Americans to agree to the meetings taking pros in London and Paris as there has been sufficient delay.
