INTRODUCTION "The Marxist-Leninist theory is not a dogma but a guide to action." (Stalin: Short History of the CPSU (b)). In this paper the words "strategic intentions", used in the title above, will be taken not in their limited military sense but as covering the whole range of Soviet objectives and methods, ideological, political, and diplomatic as well as military.
