Brief for Discussion on the Security of a Certain Country

TOP SECRET GUARD should examine security in the United States Department of Defense, the Ministry of Defence in London, and the French Ministry of Defence in Paris. We adhere to our view that it is essential that when the tripartite Working Group reaches Paris it should be able to make as comprehensive an enquiry as possible throughout the French Government and Service Departments and the research, production and supply machinery, and that its usefulness would be seriously limited if it were confined, even if only in the first instance to the French Ministry of Defence.
