CHIEFS OF STAFF COMMITTEE JOINT INTELLIGENCE COMMITTEE SOVIET INTENTIONS IN BERLIN Report by the Joint Intelligence Committee 1. We have re-examined Soviet Intentions in Berlinø in consultation with the Joint Intelligence Committee Germany and have reached the following conclusions:(a) (b) (c) (d) The Soviet Union will continue to undermine the economic situation of the City by the various means at its disposal short of a full blockade or other action which would invite reprisals by the Allies in the form of effective restrictions on trade with Eastern Germany and Eastern Europe.
