TOP SECRET ANNEX PROBABLE SHORT TERM SOVIET DEVELOPMENTS A feature of Soviet aggression in Europe has hitherto been the skilful exploitation of the cold war technique. Except in Greece, the local Communist parties have either not been needed, or else not been in a position, to precipitate civil war. In Eastern Europe, however well the ground may have been prepared by the Soviet military occupation, the actual instalment of Communist regimes has been carried through by the local Communist parties, by more or less constitutional methods.
