CHIEFS OF STAFF COMMITTEE JOINT INTELLIGENCE COMMITTEE POSSIBLE USES BY THE SOVIET UNION OF SATELLITE FORCES Report by the Joint Intelligence Committee In anticipation of instructions we have prepared a draft brief in accordance with a request+ by the Head of the United Kingdom Delegation to the Brussels Treaty Military Committee regarding a suggestion that Satellite forces, though they might not be employed directly in an aggression against Western Europe, might be employed without warning, simultaneously or in succession, at a series of points along the Soviet Periphery.
