Procedure for Obtaining Information & Certain Facilities from the French Authorities

TOP SECRET (d) Although information passed to one of the Five Powers through the Metric procedure does not automatically become the property of the other Powers, it is entered in international records and is therefore liable to be asked for by one of the other Powers. 3. We are therefore strongly of the opinion that the present Service Attache channels for exchanging information with and putting requests to the French should be maintained. The Service Departments have no evidence that any difficulties which have arisen with the French are due to information and requests being passed to them through Service Attache channels and not through Western Union channels.
