ANNEX TOP SECRET ANNEX TO SECRETARY'S MINUTE 50/125 LIST OF TERRITORIES OF GREAT IMPORTANCE TO THE WESTERN ALLIES IN THE COLD WAR We have been requested to prepare a list of territories whose loss by the Western Allies in peace would:(a) prejudice the ability of the Allies to fight a major war, and/or (b) constitute a major defeat in the Cold War. By this, we mean that we would be prepared to risk war as a result of any measures taken to divert a major defeat in the Cold War.
