It will be seen that there are important differences between the appreciation submitted by the Joint Intelligence Committee and the statements made by the Biological Warfare SubCommittee under the heading "J.I.C. Appreciation". Firstly, the J.I.C. appreciation refers clearly to the production of B.W. agents and makes no mention of cluster projectiles or any other means of delivery. It is understood, however, that we and the Americans had, in fact, developed a cluster projectile in 1945, though one less efficient than that now under development.
