Effects of Communist Successes in China. Note by the Secretary

1 Oct 1948

C. THE BALANCE OF PROBABILITIES IN CHINA. 4. Case D is already virtually in existence and Fu Tso Yi's operations are unlikely to delay for any considerable length of time the achievement by the Communists of complete control of China down to the Yangtze, except perhaps in the North-West. 5. Although Chiang Kai-shek's present mood is one of frantic resistance we believe that he will shortly be forced to leave the scene. Public opinion is clearly hostile to Chiang Kai-shek and to a continuation of the war, but a more liberal National Government without him would have a somewhat greater chance of achieving popular support.
