(g) (h) (i) (J) (k) If unsupported from outside, the Palestine Arabs are not well enough organised to put up a co-rdinated or prolonged resistance, and action on their part may be confined mainly to rioting in cities and towns, and would not necessarily spread throughout the whole country. It is possible, however, that in these circumstances, spontaneous incidents may force the Arab Governments actively to intervene. We cannot exclude the possibility that the Arab States would support a large scale rising by the Palestine Arabs which would be accompanied by attacks on British personnel and property throughout the Middle East.
