A file of signals intelligence reports, messages, and correspondence issued by the Government Code and Cypher School and sent by the head ('C') of the Secret Intelligence Service (MI6) to the Prime Minister, Winston Churchill. This file includes the following report on Western Europe: a relay by the Commander in Chief (C-in-C) of the German Navy on July 9 of a report on Kesselring's recent interview with Hitler, stating that the theme must be to play for time on all fronts, that time would bring about an equilibrium of forces, particularly the air forces, that the production of the V-1 and A-4 weapons and an advanced type of U-boat would improve the German situation, and that the German leadership must be hard and tough; and a query from the Prime Minister (PM) with a reply from C.
