A file of signals intelligence reports, messages, and correspondence issued by the Government Code and Cypher School and sent by the head ('C') of the Secret Intelligence Service (MI6) to the Prime Minister, Winston Churchill. This file includes the following messages: from the Japanese minister in Madrid, that the Royalist movement is gathering momentum, on September 8; from the Japanese ambassador in Berlin, describing Vlassov's relations with the Germans, on September 8; and detailing rumours of German-Soviet peace negotiations, on September 2; and from the Japanese minister in Berne, reporting a conversation with the Swiss Minister for Foreign Affairs, discussing the European situation, on September 4.
