A file of signals intelligence reports, messages, and correspondence issued by the Government Code and Cypher School and sent by the head ('C') of the Secret Intelligence Service (MI6) to the Prime Minister, Winston Churchill. This file includes the following reports: Naval Headlines, covering the probable sighting of the Queen Mary in the Bay of Biscay, on April 21, with all U-boats in the area being alerted; from the Japanese envoy to the Vatican, a report of April 19 following discussions with the Turkish ambassador to Italy - news from Moscow indicated a surge in Soviet morale following the success of their winter offensive, and the ambassador questions whether there would be an effective Axis summer offensive - the envoy replies that the Axis powers were still all fully committed to the war; and from the Japanese minister in Madrid, a report of April 20 following talks with the new Italian ambassador after the ambassador's discussions with Franco, stating that Spain is now short of key raw materials, that Franco is critical of German policy, that Germany had ignored his advice, and that Spain could broker a peace agreement.
