This file includes the following reports on North Africa: of Axis intentions for February 22 including a thrust on Le Kef and the pushing back of other Allied forces; on the Russian Front: of preparations for the evacuation and destruction of German tank repair shops at Novomoskovsk and Dnepropetrovsk, on February 19, in the face of the Soviet advance; that the German Air Force (GAF) prepares to develop the airfield at Zhitomir in Ukraine, on February 19; of Soviet reinforcements at the Novorossijsk bridgehead, on February 19; and of the GAF's detailed combat plans for February 20 on all Russian fronts; Naval Headlines; this file also includes the following messages: from the Japanese ambassador in Berlin, describing a re-shuffle of the Italian cabinet, strengthening Mussolini's hand and making unlikely a separate Italian compromise with the U.S. and the U.K., on February 8; from the Turkish minister in Madrid, that Spanish officers of the Blue Division who have recently returned from the Russian Front say that German morale there is very low and the German Army will not be able to continue fighting for another year; that the outlook is bleak; and that there is panic in Spain over the likely spread of Communism in Europe following a Soviet victory; from the Turkish ambassador in Bucharest, describing complete panic in Romania over the Soviet advance and intensive preparations that are under way to resist Soviet air raids; this was repeated from Ankara to the Turkish ambassador in Washington on February 19.
