This file includes the following report: Naval Headlines, covering arrangements for Mediterranean convoys; this file also includes the following correspondence: from the Japanese minister in Madrid, giving information from the Italian ambassador on a Spanish request for equipment from the Italian and German governments; and relaying rumours about the retirement of the Portuguese President, on December 17; a report of the Spanish Minister of Foreign Affairs' visit to Portugal, on December 17; and from the Japanese charg� in Rome, on Ciano's visit to Hitler, on December 19.
