This file includes the following reports on North Africa: that Kesselring's chief quartermaster gives express instructions for the protection and exploitation of Bizerta and Tunis harbours which are to be used for supplying Rommel, on November 23; that the Italian colony is to provide 2000 labourers for ports and Jews to be used for labour service; that supplies for the Panzer Army are to be sent on by rail and road to Gabes and Tripoli; a Panzer Army situation report for November 23; a detailed German intelligence report for November 22 with sections covering Tunisia, Algeria and Morocco, the convoy situation and French west Africa; on Romania/the Black Sea: that German workmen are to be withdrawn from the construction of Romanian submarines and sent to Galatz to speed up the construction of German submarines U-18 and U-20, on November 22; and of doubts about Romanian loyalty to the Axis cause and considerations that Romanian submarines will not aid German operations in the Black Sea area.
