A file of signals intelligence reports, messages, and correspondence issued by the Government Code and Cypher School and sent by the head ('C') of the Secret Intelligence Service (MI6) to the Prime Minister, Winston Churchill. This file includes the following reports: Naval Headlines, covering shipping in the Mediterranean, and a possible delay to Italian vessels for their transfer to the Caspian Sea; and messages from the Japanese ambassador in Berlin, that Ribbentrop appeals for a promised supply of edible oil, on September 24; and from Tokyo to the ambassador in Berlin, that rubber is being supplied, but there are difficulties over supplying vegetable oil, on September 19.
