This file includes the following reports: Naval Headlines, covering German measures against an Arctic convoy and the activity of Italian shipping bound for Tobruk; from the Brazilian minister in Vichy on German designs on Dakar, as of September 7; from the Turkish Embassy in Moscow, on the war on the Russian Front and Anglo-Soviet relations, as of September 8; and from the Turkish ambassador in London, on pressure for the delivery of war material to Turkey and the training of pilots, on September 8.
