This file includes the following correspondence: a discussion between the Prime Minister and First Sea Lord (ISL) regarding the action to be taken in response to reports of an Italian convoy bound for Benghazi; and a report from the Japanese ambassador in Berlin of a statement by Hitler of his intentions in the event of U.S.-Japanese conflict.
