Documents in this file include memoranda analysing predicted Russian naval plans, including a programme of building large warships; the origins of this plan in the 1930s; the disruption to it caused by the purges of the late 1930s; and the strategic importance of certain areas, such as the mouth of the Baltic and the Bosphorus, that allow Russian access to the open sea, and the diplomatic consequences of this.
