Subjects covered in the instructions include the disposal of secret documents held in the embassies; issuing warnings to British subjects abroad; informing foreign governments about trade restrictions and the locations of minefields; and the carrying of declarations of war to enemy governments. The accompanying memoranda and letters discuss the creation of similar instructions for diplomats from the Dominions; the necessity for making only covert preparations; the evacuation of civilians; and the instructions in place before the start of the Second World War.
