A file of memoranda and correspondence concerning the organisation and administration of British intelligence during the early stages of the Cold War. Among the subjects discussed in this file are the establishment of a new Permanent Under-Secretary's Department to coordinate liaison and cooperation between the Foreign Office, the Security Service (MI5), and the Secret Intelligence Service (MI6); the accommodation of this new department in a suitable set of offices; diagrams of the new organisational structure, and of its predecessor; complaints about improper communications procedure increasing the danger of a leakage of information; new arrangements for the labelling and handling of classified documents; and complaints about the inability of personnel to correctly follow the new arrangements.
