Among the subjects discussed in this file are the establishment of a new Permanent Under-Secretary's Department to coordinate liaison and cooperation between the Foreign Office, the Security Service (MI5), and the Secret Intelligence Service (MI6); the accommodation of this new department in a suitable set of offices; diagrams of the new organisational structure, and of its predecessor; complaints about improper communications procedure increasing the danger of a leakage of information; new arrangements for the labelling and handling of classified documents; and complaints about the inability of personnel to correctly follow the new arrangements.
