A file of correspondence concerning action to be taken against enemy agents operating in neutral countries, including discussions of what measures can be taken to detain them while abiding by international law. A number of letters concern a ploy to lure a known German agent, Portuguese national Eduardo Rogada Quintinho, to Kenya where he could be arrested (the file also contains a German message about Quintinho sent from Berlin to Lisbon). The file also contains correspondence ordering the detention of Oscar Liehr, an Argentine and known German agent, and the transportation to Trinidad of Nils Christenson, a German agent detained in Brazil.
