A file of correspondence and reports concerning the expulsion of two British subjects from Bulgaria after they were accused of espionage. The documents relate the incident, in which two Britons with connections to the British embassy became involved in a scheme to carry out sabotage operations against German shipping in the Black Sea after becoming involved with French intelligence agencies. The file also contains complaints from the Foreign Office that this sort of incident harms relations with the countries involved, making intelligence gathering more difficult, and protests about the behaviour of the French.
