Subjects discussed in this file include Soviet communications with various European countries, including Yugoslavia; the question of whether the U.S.S.R. was issuing instructions to foreign communists; Soviet contact with Chinese communists; the insertion of a Soviet agent into France by parachute; and the question of whether there was a successor-organisation to the dissolved Comintern. The document also contains a copy of a letter sent from New York to Mexico with a message in invisible ink apparently revealing the existence of an international communist network allegedly led by the U.S.S.R.
