A file of reports, memoranda, and intercepted letters concerning communist activities in the western hemisphere. Documents in this file include an intercepted message in secret ink sent from New York to Mexico apparently revealing the existence of an international communist network allegedly led by the Soviet Union. This is accompanied by correspondence and memoranda discussing the need to investigate this possibility without upsetting Anglo-Soviet relations, and a report on Soviet secret foreign policy and intelligence activities and organisation.
